This report summarises lessons from the Act, for the UK and other countries, on how climate change legislation is best structured to be effective. Scotland is a world-leader in tackling climate change. The Climate Change (Scotland) Act 2009 sets out greenhouse gas emissions reduction targets of at least 42% by 2020 and at least 80% by 2050 from 1990 levels.
The Act also put in place a framework for progress reporting, assigned duties to public bodies, and created provisions for forestry, energy efficiency, waste reduction and adaptation programs. The Act makes it the duty of the Secretary of State to ensure that the net UK carbon account for all six Kyoto greenhouse gases for the year 2050 is at least 80% lower than the 1990 … To set Scotland on a path consistent with the Paris Agreement aims of limiting global warming to 1.5C, this new law needs to set stronger targets, together with new policies to deliver rapid emissions cuts. On 2 May 2019, 10 years after the Climate Change Act became law, the CCC published a report suggesting the UK can end its contribution to global warming by setting a target to reduce greenhouse gas emissions to zero by 2050. The Climate Change (Scotland) Act 2009 makes a commitment to cut greenhouse gas emissions in Scotland by 80% of 1990 levels by 2050 with an interim target of a 42% cut by 2020 . The Climate Change (Emissions Reduction Targets) (Scotland) Act 2019, which amends the Climate Change (Scotland) Act 2009, sets targets to reduce Scotland's emissions of all greenhouse gases to net-zero by 2045 at the latest, with interim targets for reductions of … New Scottish legislation commits us to reaching net-zero greenhouse gas emissions by 2045 at the latest, and being carbon neutral by 2040. We’re working to ensure the new Climate Change Act delivers our fair share of global greenhouse gas cuts, and builds a just transition towards a fairer, healthier, zero-carbon Scotland. The Climate Change Act 2008 (c 27) is an Act of the Parliament of the United Kingdom. The UK Climate Change Act became law in November 2008 and is one of the earliest comprehensive framework laws on climate change globally. Holyrood previously legislated to cut emissions in the Climate Change Act of 2009, with the environment secretary saying the new law "crucially increases the ambition of Scotland's targets". 10 years of the UK Climate Change Act 1 Executive summary The experience of the UK’s Climate Change Act since 2008 provides lessons for climate law-making that apply internationally: • A comprehensive framework law is an essential tool to coordinate and advance climate action with respect to both reducing greenhouse gas emissions and climate resilience.
Nicola Sturgeon has warned the world is facing a "climate emergency" and vowed Scotland “will lead by example” by cutting carbon emissions. Scotland's current target, set in the Climate Change Act, is to reduce emissions by 80% by 2050 compared with benchmark levels from 1990. The Act sets a framework for action in Scotland to reduce emissions as well as adapt to a changing climate. The UN climate change secretary has praised Scotland's progress on climate change as "exemplary". The Scottish government accepted the proposed 75% target, and Ms Cunningham said ministers would seek further advice from the Committee on Climate Change on updating plans further within six months.
